young offender institution (YOU)

Young offender institution (YOU)is a custodial institution for young offenders aged 12 to 17 that is intended to keep them separate from adult offenders and provide a rehabilitative environment. With the formation of the Youth Justice Board, young offender institutions became subject to the board's accreditation and standards and the board became responsible for commissioning and purchasing places for young offenders given custodial sentences. In the context of increased use of Custody and considerable overcrowding and pressure on the system, however this has had little short-term impact upon prison conditions. Under the Detention and Training Order, young offenders serve half their sentence in custody and the remainder in the community under supervision. During their first few days in custody, their education, health and other needs should be assessed and a training plan compiled. This should be reviewed periodically, and a youth offending team member is required to visit the young person regularly in custody and to see him or her on the day of release and regularly thereafter in accordance with national standards.
